Issue with Shipping Rules

i need more details.

you say simply that the shipping rules don't work, that is not enough to be able to troubleshoot on:

How are they set up? How are they supposed to work?

i added the ACTS OF THE APOSTLES item to the cart and when through the checkout page to the confirm page, and the shipping shows as $3.00. How does this differ from what you expect the shipping to be?
