Comments field not editable in IE

In troubleshooting another problem, which Jason helped me out with, I found that the Comment field on two forms, Email_Residents.php and Upload_DB_Documents.php, are no longer editable in IE. I've attached a picture so you can see - it's there, but you can't click in it. I've also attached a zip of Email_Residents.php.

I don't usually use IE so I don't know how long it's been like this, but I'm sure it worked when I first built it as I test it in a number of browsers.

I've looked at it and can't figure out what's wrong. Since they are both somewhat complicated forms, I don't want to start messing with them. Any insights and suggestions would be really appreciated.
