Error starting website on localhost

inetpub is to do with IIS which is .net framework isn't it?! Which is all part of windows server. You need to be running a Linux based server in windows such as WAMPSERVER (which is a popular one) or XAMPP (which is what I started to use on Windows 8. They both are very easy to install and setup. And contain the PHP/MySQL and Apache server all required to use WebAssist extensions since they are all PHP based. So I would deactivate IIS service if your not using it (since it could interfere with the ports needed to communicate with your WAMP setup.
