Convert template to theme

Im trying to convert my .dwt template to a theme however after i click "create theme" from the Webassist menu and tick the box to apply the theme to all pages all that happens is a file is created called "Theme" with a blank theme file. No pop up appears showing the pages being changed and they all look exactly the same as they did (i.e. they still all show the orginal template features as they did).
