OrderID not Unique

Putting a checkout system through its paces, and I noticed if I place more than one order in the same session, the order replaces the previous one using the same OrderID. If I place an order, logout, and log back in, it operates correctly using a new OrderID rather than the previous one.

Not sure where the problem is, can anyone offer a troubleshooting path?
