Login not working

From login page

php:
"sessionNames" => explode($WA_Auth_Separator,"SecurityAssist_uID"),

This Session ID is not being set.

Code on protected page:

php:
<?php

if (!WA_Auth_RulePasses("Logged in to admin")){

WA_Auth_RestrictAccess("index.php");
}
?>

I know the login works because when you run through the wizard it ignores the success redirect page specified and leaves the user on the login page after clicking login. It does show the message "you are Logged In", but after that point I cannot go to any protected page.
