you wont be able to use the CMS Builder in Dreamweaver in this instance. You will need to manually add the developer notes code from the PCMS Admin to your pages instead of using the extension to add or manage editable regions.

Since the CMS is not installed at the root of the Dreamweaver site, you will need to use it as if it where the solution pack.
