PHP errors after moving site from one host to another

I've moved a store (files and database) from one Windows server to another. When I first tried going to the site once on the new server the static portions of the site displayed, but not the dynamic portions. I double checked the connection settings and found an error in the database connection settings. Once I fixed that I got an open_basedir error. I edited the PHP.ini settings for this domain to allow open_basedir to any directory. Now all I get is

Fatal error: require_once() [function.require]: Failed opening required 'WA_Globals/WA_Globals.php' (include_path='.;./includes;./pear') in C:\Inetpub\vhosts\wigswilltravel.com\httpdocs\index.php on line 1
