Godaddy/Dreamweaver database connection error

I keep running into an error when connecting to the database for powerCMS.

I have all information correct for the connection itself. When I try to add to PCMS from dreamweaver I am getting the error attached.

I've tried using the IP address of the db server and currently am using the server location string.

I looks like it's going through the motions of uploading what it needs to for the initial files but when I try to add the info I get this error.

I have not been able to get to the point where I can upload the admin files yet and I have called Godaddy and they say there are no connection issues or restriction from an outside source.

Any suggestions?
