Framework Builder Plugins allows you to create the aspects of your site in separate pages, then "plug" those individual pages into a main master page to create you layout

create one page that contains the menu and the header image. the menu links should point to the main design page using a querystirng variable that will determine the content to pull in:

index.php?page=aboutus

create another page that contains the footer content

create each of the content pages.

then create a main page page that has your layout on it.

Add a Framework builder plugin to the header section to add the header page to the layout.
add another plugin to the footer section to include the footer content.

make sure the bindings panel has a binding for the URL variable you are using. Click the plus button and select URL Variable, to create one. use the same name as your links, MyExample above uses the name "page"

Add Dynamic Plugin to the content area of your page. for the trigger click the lightning bolt icon and select the URL Variable that is used in your menu.

add each main content page to the list and the URL Value that is used to load it.
