Use Frameowrk to create page ?

Use Frameowrk to create page ?

I am trying to understand how I can use Framework to create a page that has the following:

A top part that will always display an image (Path comes from database) and the horizontal menu bar, which also stays static

The middle will display the body, which will change depending on what user selects from the menu

The bottom bar which displays a logo and some other image.

should be 20% top
70% middle
10 % bottom

I used to have frames to display 3 pages but seems like frames are now being replaced by includes and apparently by plugins ? ...

What would be the steps to use Framework if at all possible ?
