when you create a new content region in Power CMS, you have the option to use it as a page template.
you can then create new pages from the CMS template, these are virtual pages that change the content being displayed by use of a QueryString Variable.
you only need to create the one physical page with the developer notes from power CMS on it, you can then create new pages from the template in the power CMS admin panel, and change which pages content is displayed by changing the Query string variable.
