Delivery Fee Rule


In our cart we have a delivery fee associated with any delivered order, however, if someone places an order of over $100 in Downtown Mpls or Downtown St Paul, delivery should be free. The delivery cities are chosen from a list menu in the checkout so if they choose either one of these locations and their order is over $100 they should not receive a delivery fee. I thought that we had worked with Ray on this back in January, however, it seems that this type of rule is not in place. How do I accomplish this? I believe I have attached all files that are needed, any assistance is appreciated.
