Submit items in cart for quote

This has been the month for interesting client requests.
After setting up and modifying the cart section of the site, my client has decided not to add prices and actually sell through the site (maybe in the future).

I am being asked to create a quote cart. I searched the forum but only found a reference for PS3, which did not go into detail.

Is it possible to replace the checkout button with a submit for quote button and have a form that captures all the items in the cart and sends it to the client to be quoted?

Thanks again for all the help (past and present), the WA team does a great job in the forums.
