Power Store Error

I just set up a Standard Pay Pal account. PayPal tech support walked me through the setup process. When testing paypal I get an error messate after going through the registration process. After completing the billing address, etc. I get an error when I click the button at the bottom of the form. The error message is: We are Sorry, You transaction could not be completed. Either your credit card information or billing address has problems and cannot be processed. Please return to checkout and try again. However, there is nothing in the form to collect method of payment, credit card information, or anything of the kind. What could be the problem? It did not ask me for credit card information.
