Power CMS Builder - Cannot Connect to database

On setup I am getting a problem connecting to database and then a MySQL Error#: 2013 - Los connection to MySql server at 'reading initial communication packet', system error:110. Then everything cancels out.

I've confirmed that my server accepts remote connections (I've granted my server as well as my local PC IP addresses access).

I'm able to connect to my database from within Dreamweaver CS5 and it shows the db as well as no tables created yet. This is on a test site with remote access that will be moved to live when all bugs are worked out.
