Why so many css style sheets?

Why does it create a seperate style sheet for every page layout?

If I have 10 layouts and want to change the text color or size, I have to go to every style sheet and change the values. Its really no different than having the styles right in the page. Instead of editing styles on 10 different web pages, you have to edit the styles on 10 different css files.
