It could have something to do with your charset definition either
1) on the html page
2) in the database itself
3) in the database connection
You could try adjusting those charsets to see if you could find one that works. The html page you can change the charset in a meta tag. The mysql database and tables have a query you can run on the database to change the charset, and the connection can be set with the mysql_set_charset() function (this is exposed in our dynamic connections extension if you don't want to figure out how and where to add it manually).
You could test if it is the database itself by seeing if you can enter those characters directly in the database using mysql myAdmin. Adjust the charset settings with code like:
alter database [enter your database name]charset=utf8;
ALTER TABLE pg1_gallery_images CONVERT TO CHARACTER SET utf8;
Then see if it works. Once it works in the database directly, then update the html page and connection to use the same charset.
