unable to upload images when inserting in page

Unable to add image

I have the same problem. The permissions were at 755, I reset them to 777 to accommodate the fix to allow read and write. Still when I click on the Insert Image icon the image properties box comes up and does nothing.

Please advise. My clients want this basic functionality
