Three level Menu avoid user to click the intermediate menu

Hello all, I don't know how can i better explain my problem. I have a three level menu sometimes the second level menu call a page and it's ok, but sometimes this second level menu calls a third level menu. I would like to avoid users to call a page when I click on this second level menu that calls the third level voice. I'm sure i'm wrong in something. this is the example site
when I click on "Studi e ricerca" "Diritti Umani" the last has a third level menu but if i click on "Diritti Umani" the link points to a link returned by the query and not for example #. Can you Help me please?
