overflow after increasing content

given that there are several layout types, is there some particular css practical rules
to use to avoid overflow?
i'm noticing that there is some overflow into other areas of page ( into the footer for example) when too much content is added to the page.
When setting the particular div to overflow:scroll the problem is resolved in that now the user can view the overflow by scrolling. But suppose you did not want to use that method?
setting min-height also doesn't work when perhaps the containers are not set up with that latitude....
