Getting dynamic Recordset data into the email body

I have read through all the posts here about other people having similar issues, but I just don't understand the advice that is suggested. Can you please clarify this for me?

I'm using Universal Email 3.0.7 and I have a PHP page with a recordset that gets a list of customers (id, email) and repeats region in a table (so I can pull 100 at a time) and send the email to those people. The UE TO field is set to the recordset customer email:

//WA Universal Email object="mail"
//Send Loop Once Per Entry
$RecipientEmail = "".$row_WADAsamples['email'] ."";include("WA_Universal_Email/WAUE_email_customers.php");

This is fine. Now, in my email message body I want to include a link that includes each customer's dynamic data for id and email like this:

<a href="<?php echo $row_WADAsamples['email']; ?>&id=<?php echo $row_WADAsamples['id']; ?>">click this link</a>

Right now this link displays only the first recordset item's data on every mail that is sent out. Can you please explain what code I need to include (and where) to make this link in the mail body receive the correct recordset information for each entry that is sent?

It is very confusing trying to determine this from the other posts. Thank you.
