On the second page you linked to you have the meta tags in place properly, but there is no other optimization done on the page.
SEO is effected by more than just placing meta tags on your page. You also need to optimize the page content by using alt tags on your images and using a good <h1> title tag.
you also need to carefully consider the keywords you are using in the meta tags, other sites that may be using the same keywords, and how high their rankings are.
