2 Problems: IE8 XHTML Trans 1 error, and Template Error

Many thanks--fixed worked for IE8, but now Mozilla is giving a prob

Hi Jason, many thanks for your response--the gap fix u mentioned worked great! And I redid the menu now that my template is saved in my site, which seems to work fine for IE8, but now on mozilla it is just showing me text. The new page I created is: programs.php

Any clue why that isn't working? It is like I am just about complete with everything I needed to do for the site (excited about using the Power CMS with it), but there is just a little something wrong somewhere. Your help is truly appreciated!
