Dropdown - Form Validation Question

First off, I have a test page available here:

It has validation on the Country field as a required field and I want this to be required under any circumstance.

The part I need help with is requiring a value to be selected from the state drop-down if either USA, Canada or Australia is selected from the country drop-down.

I don't know if it makes a difference when proposing solutions, but I will eventually have both country and state drop-downs populated with values from MS SQL db so I don't want to have to hard-code a bunch of values if it can be prevented.
