Original File Not Saved on Update Page

I have worked on this issue for hours and tried every solution I could find in the forums with no luck.

I have an insert record page and an update record page. The insert record page works perfect and the user can add a pdf file.

On the update record page the file is cleared from the database if the user does not upload a new file. I have tried binding to the field in the database as well as to a hidden form field that contains the name of the file. Either way the field is cleared. If I upload a new file it is uploaded and stored. The issue is only if I press update and do not upload a new file.

I have seen other posts with the same issue , but have not been able to find a resolution. Attached is my file. Thanks for your help.
