Incomplete installation of Validation Toolkit 2.3.5

I'm unable to access the Validation Extension in my version of Dreamweaver 2004 MX. I tried to re-install the download on a new 64 bit Dell laptap with Window 7. In Dreamweaver the tab is there but when you click on the "Client Side" a large empty grey box comes up saying Validation Toolkit Activation. There is nothing in the box and it just sits there.

When I first access Dreamweaver a box does come up with the following that might be related. The box says -The following Javascript Error occurred - "At line 157 of the "C:\Program Files(x86)\Macromedia\MX2004\Configuration\Dreamweaver\Shared\WebAssit\Library\WA.XML.js: TypeError XML string has no properties.
