Installation of Power Store 3 ???

I downloaded the zip file and extracted to the directory where I have all my other files for the website, opened Dreamweaver Cs4 and nothing shows up in the extensions except the Pay Pal extension that I installed previously. I tried to delete the DAT file as instructed in the common issues PDF, and still nothing happens when I open the Extension manager. Because the file is not an Adobe Extension package file I can not just click on it to open it. It has no setup files in the zip that I can see that would initialize the setup utility. I also made sure to download the XAMPP mysql and configured it. It is running both MySql and Apache in the control panel. The status says, "OK" , I thought that the Setup was supposed to start automatically after unzipping the installation files to the directory where you have the files for the website. So what am I not doing? Please help, I am just a newbie and thought the complete package Powerstore would be a great way to get our customers to buy products online. I can't get it installed....
