Error when editing HTML Editor Settings

I get the following error when I attempt to edit the HTML Editor on the contents_update.php page.

"It apears that one of your server-side values is improperly coded.
Please check this interface for inconsistencies."

It seems to be related to the following line of code ...

// WebAssist iRite: Rich Text Editor for Dreamweaver
$WARichTextEditor_1 = CreateRichTextEditor ("ContentValue", "../../HTMLEditor/", "713px", "400px", "Default", "../custom/contents_update_ContentValue1.js", "".($totalRows_HistoryUpdate > 0)?$row_HistoryUpdate['HistoryValue']:$row_WADAContents['ContentValue'] ."");

... and the value being passed into the CreateRichTextEditor function ...

"".($totalRows_HistoryUpdate > 0)?$row_HistoryUpdate['HistoryValue']:$row_WADAContents['ContentValue'] .""

The wizard does not seem to be able to handle the logic and kicks an error every time I go to edit this specific HTML Editor.

Note: The HTML Editor on the insert page works fine with the wizard. It does not have a value passed in as initial content though. Only the editor on the update page has this issue.

When ever I edit the HTML Editor settings for the update page this line of code looses this value and I have to go back and reset this line of code in the file by hand to get it back.

Is this error caused by the PhP decision being passed in?

Is there any fix for this?

I would like to be able to edit the HTML Editor without first saving this line and then restoring it after I edit the settings.
