Implementing a user discount for all shoppers

Hello,

What my client just mentioned to me was that he'd like to give everyone a 10% discount temporarily (a month, perhaps) to celebrate his new website...

Can you guide me as to which of the above steps would make that work for us?

I do have eCart4 but have never had the opportunity to use it before.

Can I do it without using eCart, ie within the PowerStore package?
