Shipping failure

I am having two major shipping issues. I am guessing they are related, but maybe not.

1. When checking out using paypal, after confirming bank information, but before I can confirm payment amount, I am redirected to a shipping failure page. This is what it says:

Shipping Quote Failed
We're sorry

The requested service is unavailable between the selected locations.

2. Shipping doesn't seem to be calculating at all now. It was working previously, although the shipping rates were wrong (to low). Now they don't seem to be calculating at all. When I go through the checkout process with credit card, it completes with no errors but doesn't show any shipping charges.

Please help me get this fixed.

I should also add I am using ASP and shipping with UPS.
