How to center horizontal menus

Unfortunately the site is only available locally as it is still in development, I could create a location and upload it later if it's the only way to resolve the issue, at present I have a number of problems, it seems to be 2 steps forward and 4 steps back at the moment, was just getting somewhere and now it's all in bits again, the annoying thing is that we wanted to move to dreamweaver and css as it was supposed to be much better than basic html and frontpage, but so far I have wasted days on things which could be acomplished within minutes using frontpage, but I dont want to weaken, but if things dont improve quickly then due to workload we may have no option.

I will come back to you with a location when I am back in the position where this is my biggest problem.
