IE 7.0 and 8.0 Sub Nav Failure Issue

I have set up a CSS menu with Menu Writer and it works perfectly in Firefox, but the sub navigation is having issues in both IE 7 and IE 8. Unfortunately the problem appears to be random, i.e. sometimes it manifest itself and sometimes it doesn't.

If you open in IE and mouse over one of the buttons that has a drop down navigation and then try and drag your mouse down the choices the menu disappears as soon as you try and drag it down. Sometimes it works fine. Seems totally random to me. It does this in both IE 7 and 8 on two separate computers.

One of my users is experiencing the problems even worse, she must hold down her left mouse button to drag it to the choice she wants so the menu stays visible and then click on it.

I have replaced the .JS file thinking maybe it was somehow corrupt. I have checked the server and can see all of the CSS files are there including the one for IE. I can't figure out what the issue is. I have similar navigation set up on other sites and it works fine in all browsers. It is just this web site.
