Cookie Toolkit + Validation Toolkit not working

I'm trying to apply cookies to a form that I built using the validation Toolkit and Universal email. The reason I needed the cookies was that everytime I test my form and trigger the form Validation (by doing something wrong on the form) it completely erases the entire form. I was hoping to fix this by using the Cookies Toolkit and using the set entire form in cookie and set entire form from cookie behaviors.

I'm not sure why the cookie is not working now.

Here is the form:

Any help would be appreciated.
