"transaction not completed" error

On checkout.php.
If I try using PayPal option, simply get the message:
"Things don’t appear to be working at the moment.
Please try again".

If I use CC option,
When filled in address details OK
page jump-scrolls to CC data section
Fill that in, hit Submit ...

always used to go to confirm.php with no issues
but now ... REPETITION
am instead being confronted for second, sometimes third time with request to resubmit CC data
on confirm.php
this did not used to happen

but fill in data and submit
then goes stragith to checkout_failure.php page and get message saying "Transaction Not Completed"

will put page url in upcoming private area

Thank you
