Bug? htmlspecialchars_decode not working in rsobj.php ver2.6

Was doing an update today and when the files were uploaded a new version of rsobj.php was uploaded. This caused HTML Editor code to be improperly rendered using the htmlspecialchars_decode function.

Here are some samples to demonstrate the problem...
Original Page working properly and using this code and rsobj.php version 2.3:

<?php  echo htmlspecialchars_decode($BranchManagerContent->getColumnVal("description")); ?>

Next add on index26.php to that URL to see the content displayed using rsobj.php version 2.6 (note the theme is removed to prevent conflicts).
This version is still using the htmlspecialchars_decode function. Which seems to only work on part of the string. For instance: a <p> will render properly but the closing paragraph tag uses a &#x2F; character instead of a slash causing it to display on the page.

As a second test I have the page index26-2.php that lacks the htmlspecialchars_decode() function entirely.

From the parent page, you can click on any of the Locations on the right column and replace the default page with these new index pages to see the effect in other instances.

SUMMARY: rsobj version 2.3 acts as expected but version 2.6 has a problem with htmlspecialchars_decode
