Where is the Layout Manager?

On Page 4, Creating a Custom Layout, of your SiteAssist Pro Getting Started Guide, the first step is to choose WebAssist > SiteAssist Professional > Layout Manager. Under WebAssist > SiteAssist Professional I get only two options, Build Site and Create Page Type. This, even within a site for which I have dutifully saved a home and a content page layout using slight variations of CSS Sculptor presets, saved under a new name.

I've also developed my menu using CSS Menu Writer, though it's not yet saved within the CSS Sculptor preset pages.

Likewise, the WebAssist tab on the Insert bar has no Layout Manager button.

Same problem with websites generated by SightAssist Professional itself, that include many pages based on a fully developed menu.

What gives, that Layout Manager is nowhere to be found?
