The script I posted was taken directly from the paypal web site to test if your site is compatible with their system. I'd suggest showing that to your hosting provider and asking them to fix the issue.

Looking at your php.ini file I see you are running an old version of openssl.
Openssl must be at 1.0.1 or higher for TLS 1.2.

Contact your hosting provider and ask them to update the openssl version on your site.
