I wanted to post back here with the latest from PayPal. I started new tickets with them and listed all the contacts that they have sent to my clients, claiming these three sites where not TLS 1.2 compliant. I asked again that they give me the reasons they were making me jump through all of these hoops.
Finally, I got a support person willing to go into each case and look at the actual transaction history. One by one, they have sent me the good news that all of these sites were in fact showing transactions using TLS 1.2 and that they had been for some time now.
When I followed up and asked why then were they still sending urgent emails to my client, they said that although they don't have the data showing WHY they were contacting them, they can confirm that these contacts were based on testing feedback done in April and May. I'm sure they are overwhelmed right now but that's not what I expected to hear.
In any event, it looks like I am good to go here but only time will tell. Waiting and watching June 30 and beyond to see that it all goes well.
