Email only going to first email in recordset

I have the same problem but I have done as required and referred to by Ray - see attached screenshot.
I have a repeat region in the email body - could that be the problem? If I remove it and just have static content all recipients receive the email message.
I'm using UE version 4 and Dreamweaver CS6.
