Using XAMPP to build a local browser-based application

I have a client using Windows 7 who will likely upgrade to Windows 10 soon.
They have asked me to build an appointment system for use in their office which needs to be able to be shared on their local network, there is no need for a web server hook up.

I've never used XAMPP as I simply create my sites locally but link to the live, hosted, MySQL database - my thinking being that if it works locally, whilst connected to the hosted MySQL, then there's more chance it will work on the actual live server. That has always served me pretty well - until my Internet is down of course and then I'm stuffed! :)

Anyway, I can test things under http://localhost/ albeit this is still connecting to the hosted MySQL database. Is it possible for others on the same local network to access localhost from another machine?

What I'd like to do for my client is have the whole thing running locally so I've been investigating running MySQL locally and obviously spotted your advice on XAMPP although a couple of posts regarding Windows 10, in this forum, have me worried about how reliable this is going to be.

What is your advice on the best approach to this? I want to create a browser based application with INSERT/UPDATE forms hooked up to a local MySQL database and to be able to have different users on a network use it.

I'd appreciate your advice and expertise. Thank you.
