Actually, there are some people, let's call them certain law-breakers, who as part of sentencing are not allowed to use the internet. By no means am I implying that is the situation of the person who asked the question.

But it is conceivable, tho unlikely, that someone may not have internet access yet still want to work on sites from a localhost.  

I can see the marketing campaign:

"All websites discounted for the entire term of my sentence. Consultations at the park Thursday nights. Flash your headlights 3 times for service." :)
