Show Region Certain Users Based Recordset

I've got a problem regarding the show region function. I read on another forum thread that using the data from a recordSet was pretty much a no-no in whether or not do display a certain region. I've got a large number of records of properties and locations, some are visible to all logged in users, some which are hidden (there is a field in the mysql table labeled 'hidden' default=0 (viewable by anyways) and 1 (only accessible to research, staff and site admin). How do I not show a region (aka the body of the page where the info will be) if I can't use the recordSet's data? I know the guy who answered stated that it's primarily a Session variable that the show region is based off of and if so, what can I do to hide the record from the general public?
