Adding CMS to Existing pages/templates, no SEO option?

Power CMS Should not be added to the template, it should be added to the pages based on the template.

In the template, you would create an editable region, then on the individual pages, add the CMS Content in the appropriate region.

For SEO, add content areas to title tag, the meta-keywords tag and the meta-description tag.

name those content areas:

Power CMS does not support responsive designs, The CMS content added to the page is standard HTML, and can be made to be responsive by how you define the CSS
