the problem you are having on Reinspecting is a bug, and I have logged it in our system.

But the discount is doing exactly what you set up.

you set up the calculation to use the TruePrice column:

Based on items with a specific value
Total of TruePrice where Type has a value of 1 times 0.1

the TruePrice is the single unit price, you need to use the TotalPrice Column

Delete the existing triggers from the rule and recreate them. then change the calculation to use the TotalPricde column instead of the TruePrice column.

I have logged a bug about the issue you have with re inspection. That will be corrected in the next update.
