File size validation

File size validation

After reading many post on how to validate the file size i followed the instructions in several post, to validate as number the form field example:

((isset($_FILES["Logo"]))?$_FILES["Logo"]["size"]:"") i then selected international numbers have minimum 0 and max 2097152 for limiting 2 mb files, i also selected 0 decimals and checked the option allow blank, so far so good but when i try it even with small files its validating wrong, it doesn't allow any size of files nore it shows the validate if msg that it should even with big files, so what can be wrong i even moved the helper file to line one as suggested on another post but with no luck ill attach the file for webassist to check to see what can be wrong?

The file is still under development so buttons are moved from where they should be
