I don't see any difference in load speed:

classes.php

It also doesn't explain the IE weirdness?

Since you are using a HTML page, the points on the map are not getting cached. If possible, can you try saving the page as PHP then re-apply the map? That should allow the points to be cached which improves map loading time considerably.
