odd characters in HTMLEditor

Hi Jason couple of questions.
1. I have always used the standard database connection rather then the dynamic what difference would that make to UTF8..Why wouldnt the previous connection be good enough?

2. Should I be setting all my database tables to use utf8_general_ci then? Is this optimised for the use of HTMLEditor?

I have done the connection you stated, i deleted the previous one and deleted the localhost files and recreated im getting this †is quite a few areas of my content...would i now need to go through the whole content of the website to correct manually in the database?

and will this change reflect any future edits of the content?
