odd characters in HTMLEditor

odd characters in HTMLEditor

Just a quicky...Using HTMLEditor

and I have noticed that on some pages I had odd characters being displayed...on inspecting the actual database I noticed that these characters were made up of code such as..  

Im assumning its only happening when copy/pasting in text.. even removing formatting doesnt do anything and even deleting the odd character and replacing it sometimes doesnt help.

I just wondered why these characters would appear?

in my pages the doctype etc is:
<!doctype html>
<meta charset="utf-8">
<meta http-equiv="X-UA-Compatible" content="IE=edge,chrome=1">
<meta http-equiv="Content-Language" content="en-gb">

and in my database the tables are created as: InnoDB Latin1_Swedish_ci (the default)
should it be utf8_general_ci ??

Or am I missing something else?
