Website development for small water company

Hello all,

I am doing the legwork for a small, private non-profit water company that is interested in setting up a secure online payment center where customers can pay their water bill. This would include a website, a database, a site host and integration with a payment processor, most likely PayPal to ensure PCI compliance. The site would be limited to just a few pages; home, contact us, about us, secure payment center, rate schedule, water conservation tips, terms and conditions, and privacy notice.
